WINGS OF THE DEPARTMENT

1. State Secretariat Level: 
In the state level the Department is known as Panchayat & Rural Development Department with the Secretary, Panchayat & Rural Development as the state head to the Government of Assam. But as Govt. of Assam has created and posted senior I.A.S. Officers as “Commissioner & Secretary” to the Department, therefore the Commissioner & Secretary stands as head of the state of the Department i.e. at the Secretariat level. In the state level apart from Commissioner & Secretary and the Secretary of the Department there are Joint Secretary, Deputy Secretaries, Under Secretaries, Superintendents and other Grade III and Grade IV staff.

2. State Directorate Level: 
The Director of Panchayat & Rural Development is the head of the Department.

The Director of Panchayat and Rural Development has the over all administrative power from its Directorate level to the other subordinate offices of the Department viz. Zonal, District, Sub-Divisional, Block and Gaon Panchayat level. In the Directorate level, there are other Branch Officers – Joint Directors, Deputy Directors, Research Officer, Asstt. Development Commissioner, Public Relation Officer, Administrative Officer, Registrar and other Grade-III & Grade-IV staff. 

3. Zonal Level: 
There are 3 (three) Zonal Asstt. Development Commissioner’s Office as follows :-
(1) A. D. C. (Zonal) Jorhat.
(2) A. D. C. (Zonal) Guwahati.
(3) A. D. C. (Zonal) N.C. Hills, Haflong.
They are to look after the different development works/inspection etc. to help the Director, Panchayat & Rural Development in their own respective zones falling under their jurisdictions.

4. District Level: 
In the District level :-
(a) There are 23 Nos of District Rural Development Agency with Project Director is the head of office.
(b) There are four Training Centres – 
(1) Extension Gaon Panchayat Secretaries T.C., Joysagar.
(2) Extension Gaon Panchayat Secretaries T.C Kahikuchi, Guwahati.
(3) Panchayati Raj T.C – Arunachal (Cachar).
(4) In the State level – there is one Extension Composite Training Centre at Jorhat – Lichubari.

5. Sub-Divisional Level: 
In the Sub-Divisional level there are Sub-divisional Planning Officers in each Civil Sub-Division of the state of Assam under the supervision of the respective Deputy Commissioner and Sub-Divisional (Civil) Officers as the case may be. They are to look after all the Community Development side planning matters and submit report to the Director, Panchayat & Rural Development.

6. Mahakuma Parisad Level:  
In the Sub-Divisional level there are Mahkuma Parishad in each Civil Sub-Division with Secretary, Mahkuma Parishad is the head of the office.

7. Developmental Block Level:  
In the Block Level there are 219 numbers of Block Development Offices in Assam. Sr. Block Development Officer/Block Development Officer is the head of the office.

8. Village Level:  
In the Gaon Panchayat level there is one Secretary of Gaon Panchayat with one Tax Collector and one Grade IV staff. 

9. SIRD (Sister Concern):  
There is a state level training centre named State Institute of Rural Development (SIRD) at Khanapara, Guwahati with the following aims :-

b) Training for rural entrepreneurs. 
c) Training for Gram Sevaks/ Gram Sevikas/ VLWs. 
d) Training for Secretaries of Panchayats and Co-operatives. 
e) Training for President of Gaon Panchayat, Anchalik Panchayat and member of Anchalik Panchayat & Zilla Parishad.
f) Training for grass-root level functionaries of all other development Departments. 
g) Training for office bearers of social service organisations dealing in rural development programmes. 
h) Training for orientation to sustainable development themes like Watershed Development. 
i) Training for convergence of important social sectoral themes at the field level.
